The Philippine Statistics Authority (PSA) now has its first National Statistician in the person of Ms. Lisa Grace S. Bersales, a doctoral degree holder in statistics from the University of the Philippines.
Appointed by President Benigno S. Aquino III on April 11, 2014, Dr. Bersales took her oath of office on April 22, 2014. Socioeconomic Planning Secretary and Director General Arsenio M. Balisacan of National Economic and Development Authority signed her assumption of duty at the NEDA in Pasig City.
National Statistician Bersales graduated Cum Laude with a degree in Bachelor of Science in Statistics at the University of the Philippines in Diliman, Quezon City in 1978 where she also completed her Master of Science in Statistics in 1981. Prior to her appointment as National Statistician, Dr. Bersales was the Vice President for Planning and Finance of the University of the Philippines since February 2011. The National Capital Region was the venue for the conduct of the 2014 National Planning Workshop(NPW) of NSO senior officials from the Central and field offices last November 26 to November 28, 2013. Director Lou Homecillo and the six Provincial Statistics Officers of NCR joined over 100 NSO officials from all over the country to assess and evaluate the 2013 accomplishments and discuss the planned activities for 2014.
The NPW started with a welcome message from Director Lourdes V. Homecillo of NCR. Deputy Administrator Paula Monina G. Collado gave the workshop overview. She presented last year’s pledge, objectives, and expectations for 2014. An informative message from Administrator Carmelita N. Statistics2013 participants laud women statisticians for advancing statistical sciences
[Manila, Philippines, March 8, 2013] —The National Statistics Office-National Capital Region (NSO-NCR) and the more than 1,775 organizations in 121 countries participating in the International Year of Statistics (Statistics2013) today join women around the world in the celebration of International Women’s Day.
Observed each year on March 8, International Women's Dayis a global day celebrating the economic, political and social achievements of women past, present and future. In places like China, Russia, Vietnam and Bulgaria, International Women's Day is a national holiday. The event has been observed since the early 1900s, which was a time of great expansion and turbulence in the industrialized world that saw booming population growth and the rise of radical ideologies. Statistics2013 is a worldwide initiative that is highlighting the contributions of the statistical sciences to finding solutions to global challenges. NSO-NCR is a Statistics2013 participating organization.
Like their counterparts in other professional fields, women pioneers in the statistical sciences have made outstanding and trailblazing contributions to their profession and have opened the field to more women.
“We salute the world’s women this International Women’s Day—a special day dedicated to them and their achievements past, present and future,” says NSO Administrator Carmelita N. Today, the number of women among mathematicians and statisticians equals the number of men, says a U.S. Census Bureau American Community Survey report. Further, women statisticians are influential in many countries—41 of the world’s 190 statistical offices were headed by women in 2010, says The World’s Women 2010: Trends and Statistics, a report commissioned by the United Nations. Lastly, women have earned more than 40% of math and statistics bachelor’s degrees throughout the past four decades.

It has come to our attention that a number of our countrymen received the wrong information regarding the recently approved Republic Act (RA) 10172 entitled "An Act Further Authorizing the City or Municipal Civil Registrar or the Consul General to Correct Clerical or Typographical Errors in the Day and Month in the Date of Birth or Sex of a Person Appearing in the Civil Register Without Need of a Judicial Order Amending for this Purpose Republic Act Numbered Ninety Forty-Eight."

Amidst torrential rain that battered most of the provinces in Luzon and the National Capital Region, the Sixth National Workshop on Civil Registration (6NWCR), went on successfully as scheduled last August 7-9, 2012 at the SMX Convention Center, Mall of Asia, Pasay City.
A total of 3,057 participants unexpectedly braved the inclement weather and floods to be able to attend the national activity which is being conducted by the National Statistics Office (NSO) every two years. Participants included mayors and vice mayors; city/municipal civil registrars (C/MCRs) and their respective civil registry personnel/staff members, barangay officials, and other stakeholders. The number of attendees in the 6NWCR was extraordinarily high and surpassed all records for the same event in the past. A decade ago (2002), the first NWCR was held at the George Dewey Convention Center in Subic, Zambales.
NSO Administrator and Civil Registrar General (CRG) Carmelita N. Ericta, overwhelmed about the turn-out of the event, expressed her happiness and gratitude to the registrants who made it to the undertaking. NSO-NCR Conducts the 2011 FHS Regional Data Dissemination Forum
The National Statistics Office-National Capital Region conducted the Regional Data Dissemination Forum on the results of the 2011 Family Health Survey last July 20, 2012 at the Casino Español de Manila. Topics included in the said forum were Fertility, Family Planning and Maternal and Child Health which were presented by NSO-NCR Director Lourdes V. Homecillo and PSO Dorotea Lilia R. Nuesca, respectively. The discussants were Dr. Asuncion M. Anden, Director Department of Health Region 7, Dr. Benjamin M. Yson, Acting City Health Officer of Manila and Mr. Vincent Andrew T. Leyson, Director of National Household Targeting Office, Department of Social Welfare and Development. NSO Deputy Administrator Paula Monina Collado graced the event with her inspirational message.
Participants to the forum included officials of national government agencies, LGUs and representatives of private local and international organizations.
NSO-NCR Help Desk and Statistical Exhibit at SM Supermalls
NSO-NCR, in partnership with SM Supermalls, put up the NSO Help Desk at selected SM City Supermalls in Metro Manila in celebration of the Civil Registration Month.
The NSO Help Desk aims to help and give advice to the public regarding problems on birth certificates and other related civil registration matters. Brochures and primers on civil registration matters were also distributed.

NSO-NCR conducts Philippine Civil Registry Information System training for NCR LCRs
The NSO-RO organized a PhilCRIS training for NCR LCRs and staff last May 31 and June 1, 2012 at the PBS Building, Sta. Mesa, Manila. The training aims to deliver Civil Registry information management in a new, more user friendly and efficient way.
CRG Ericta enters MOA with Taguig CIty
NSO Administrator and Civil Registrar General Carmelita N. Ericta entered into a Memorandum of Agreement with the Taguig City government represented by Mayor Maria Laarni L. Cayetano, last March 14, 2012 for the implementation of the project “100% Birth Registration in Taguig by 2012.”
The signing ceremony also included other partner agencies represented by Atty. Persida Rueda-Acosta, Chief, Public Attorney’s Office; Dr. Melida H. Polita, Dep-Ed Superintendent of Taguig-Pateros Division Office; Mr. Rommel B. Tanyag, Liga President and Chairman; Dir. Lourdes J. Hufana, Director, NSO-Civil Registration Department. RD Lou Homecillo and PSO Lily Nuesca together with with her staff, witnessed the event.
In her message, Administrative Ericta reiterated the Civil Registration month’s theme “Tamang Rehistro, Pananagutan ng Bawat Isa."

NSO-NCR Conducts the 2012 Regional Planning Workshop
The National Statistics Office-NCR conducted the 2012 Regional Planning Workshop last December 8 to 9, 2011 at the Kanlaon Function Room of Century Park Hotel, Manila. The event was attended by 34 selected Regional and District Office staffs, including the Regional Director, the Provincial Statistics Officers and Statisticians.
NSO-NCR Regional Director Lourdes V. Homecillo spearheaded the said activity by defining the objectives of the planning workshop. The district offices under NSO-NCR presented their respective accomplishments for the past year on the first day of the workshop and the 2012 commitments on the second day.
The said event was highlighted by an inspirational message from NSO Deputy Administrator Paula Monina Collado, on the first day, and Hon. Tomas P. Africa’s lecture entitled “Winning on Change” on the second day.
Training Course on Basic Statistical Analysis with MS Excel and Stata
Twenty one regional and district office staff of NSO-NCR participated in the Training Course on Basic Statistical Analysis with MS Excel and Stata at the Statistical Research and Training Center, Quezon City last October 12 to 14 and November 3 and 4, 2011. Dr. Jose Ramon G. Albert, Senior Research Fellow of the Philippine Institute for Development Studies, served as the resource person. The participants have successfully complied with the training requirements and earned 36 training hours. Two plaques and P20,000 for NSO-NCR. For the second time in a row, the NSO-NCR bagged two awards for having the BEST EXHIBIT and BEST CONTEST during the celebration of 2009 National Statistics Month (NSM). Director Lourdes V. Homecillo received the awards which were given during the Closing Ceremonies of the 11th National Convention on Statistics at EDSA Shangri-La Hotel last October 5, 2010.
It will be recalled that NSO-NCR Regional Office and the six District Offices, with support of SM Management, set up statistical exhibits and Info Desks in eight SM Supermalls during the Fridays of October 2009 in celebration of NSM. In addition, the NSO-NCR Regional Office conducted a statistical quiz and essay writing contest which was participated by employees of NSO-NCR.
NSO National Capital Region Director Lourdes Homecillo said the public should realize that their cooperation is crucial to the effort's success. She said that some households, particularly the high income group, refuse to participate because they do not see how the census will benefit them.
"If it's privacy they're worried about, we can assure them that the individual information they provide will not be used by any other government office," she said. "It seems they give low priority to government projects [because] they are not aware of what the government can do for them, so they refuse to cooperate."......Read more »
